House committee advances bill to limit grant administrative fees, define grant agreements

Representative Norman Peterson, sponsor of HB 553, told the committee the bill ‘‘establishes a definition for what a grant agreement is’’ and prevents agencies from requesting administrative money for a grant unless intent language specifically authorizes it. He said the measure also inserts the defined term into several statutory references governing grant dispersal and administration.
Committee members had no clarifying questions; Representative Kristofferson moved the bill and the motion passed with a favorable recommendation. No public testimony was offered during the committee’s public-comment period.
Supporters and opponents did not appear in the hearing record. The bill’s text and the committee’s recommendation will move the measure to the next step in the legislative process.
Representative Peterson said he would “be brief” in presenting the changes; the committee took no amendments and voted to advance the bill.
