Laramie City Council approves development-code amendments, nuisance-fee changes and PRV design contract

The Laramie City Council on Feb. 18 approved several ordinances, a professional-services agreement and updates to council procedure, with all recorded formal votes passing unanimously.
The council approved a professional-services contract with AVI Professional Corporation of Cheyenne, Wyoming, for design work on a pressure-reducing valve replacement at Pierce Street. The agreement passed by a 9-0 vote.
Also on the regular agenda, Original Ordinance No. 2097 passed its second reading by a 9-0 vote. The ordinance amends Laramie Municipal Code Title 15 as part of an annual review to correct errors and clarify the Unified Development Code; the final reading is scheduled for the March 4 meeting.
Original Ordinance No. 2098, which amends local nuisance-abatement procedures and fees, passed its second reading 9-0. The ordinance sets the city’s nuisance-abatement fee at $100 or 50% of the contractor’s fee, whichever is higher; the final approval is scheduled for March 4.
Original Ordinance No. 2099 passed its first reading. The ordinance would amend Laramie Municipal Code Title 15 to incorporate provisions from the 2023 Casper Aquifer Protection Plan developed with Albany County. The council set the ordinance’s second reading and public hearing for the March 4 meeting.
The council also adopted Resolution 2025-18, updating the council’s rules of procedure, by a 9-0 vote. The resolution, as described at the meeting, includes adjustments to the order of business, attendance rules for virtual meetings, council liaisons for boards and commissions, and procedures for remarks.
The consent agenda was approved 9-0 and included approval of city council and Environmental Advisory Committee meeting minutes, cemetery deed approvals, and Resolution 2026-17 supporting a grant for upgrades to the water master plan. The meeting record noted that two public hearings (for Ordinance Nos. 2097 and 2098) received no public comment.
The council announced scheduling for upcoming meetings and work sessions: a work session on fifth-Tuesday town-hall meetings on March 11 and budget meetings beginning April 8 through May. The next regular council meeting on Feb. 25 will include work-session discussions on the Albany Advisory Council on Trafficking, a Bias Crime Report and the Albany County Care Team Mental Health Response Program.
