The House Economic Development and Workforce Services Committee on Friday favorably recommended SB 254, a bill that amends state grant language to require that direct appropriations include intent language specifying deliverables, reporting requirements and performance metrics.
Sponsor Senator Escamilla said the measure is narrow: it extends the reporting and performance‑measure rules adopted last year for grant programs to the direct appropriation process the Legislature sometimes uses. "We forgot to put the direct appropriation process that we have here," Escamilla said, and the bill adds the same deliverable and reporting requirements when the Legislature makes a direct appropriation.
There was no public testimony. Representative Color moved that the committee favorably recommend SB 254; the motion was agreed to with summation waived and the committee voted unanimously to report the bill.
Outcome: Committee gave SB 254 a favorable recommendation and the bill will advance to the full House.
