Committee endorses SB 220 first substitute to standardize stormwater rules

Committee members asked technical clarifying questions about the bill’s definitions and municipal authority, including what constitutes an immediate threat and how municipal authorities would determine and respond to contamination entering drainage systems. Ross Ford of the Utah Home Builders Association answered technical questions, explaining that “immediate threat” would generally be identified by visible contaminants entering drains and references EPA definitions for contaminants and sediment.
The committee moved and passed a substitute recommendation for SB 220 by roll call; Senator Musselman said the bill had broad consensus among stakeholders.
