Engineer warns wastewater plant capacity limits could constrain large subdivision; developer feasibility study recommended

City engineers and the council discussed the status of the new wastewater system at the Feb. 27 meeting and cautioned that planned development proposals should be reviewed with a formal capacity study before approvals proceed.
Engineer Johnny Taber reported that the wastewater treatment plant contract work was roughly 40–42% complete by cost and on‑site progress; the collection system work was at about 60% of contract payment but staff noted installed quantities must be reconciled with materials on hand. Lift station equipment was delayed pending delivery. Taber said the plant’s permitted discharge is 230,000 gallons per day, a figure set by the Texas Commission on Environmental Quality (TCEQ) when the permit was issued during the design phase.
Taber and the council stressed that a large new residential development will increase sewer flows and that the plant’s permit would likely have to be amended—and the plant expanded—if a major subdivision (several hundred lots) connected to the system. Taber said obtaining a larger discharge permit and completing the plant expansion would likely be a lengthy process measured in months to a year, and it would require additional funding.
Council members and staff agreed the appropriate next step for any developer proposing hundreds of lots is a feasibility or impact study prepared by the developer’s engineer and reviewed by the city’s engineer. Kent Manton said the city had sent a feasibility form to the developer and that Donnie Taber (consultant) would produce an opinion of probable cost and an impact analysis if the developer submits the study and pays the consultant fee.
Engineer Taber’s presentation encouraged an early engineering study to determine impacts on the wastewater plant, lift stations and collection system, and who would bear the cost of required upgrades. Council members noted that costs for upgrades would normally be negotiated with the developer and often borne by the developer rather than the city.
