"Every single expenditure in this district comes through me as a final approver," John said, describing the district’s use of Skyward and other internal controls to track payroll and expenditures.
The presentation explained revenue timing for the district’s general fund (Fund 10): the tax levy and state equalization aid arrive unevenly through the fiscal year, creating seasonal cash-flow patterns that the district manages with a fund balance. John said the district maintains a self‑funded reserve and that the board policy minimum for fund balance is 18 percent. He noted historical context: "In fact, in the facilities and finance meeting... we were at 26% and had to short term borrow, I think, about $2,500,000 that year," according to his remarks.
Board members raised questions about longer‑term operational costs tied to capital projects approved by referendum. Quinn (board member) asked whether staff have estimated the additional operating costs for new square footage at Edgerton Elementary and the high school pool and associated spaces. John said he has not completed in‑depth cost modeling yet but plans to work with facilities staff and other business managers to estimate energy, maintenance and staffing impacts.
Board member Jesse asked about Fund 80 activity: "Has anything been done with Fund 80?" John said he would run a report and provide details to the board at a future meeting.
The report also covered timing of revenues, the district’s self‑funded claims trend (about 96 percent at the time of reporting), and that some revenue lines remain at zero until later in the fiscal year because payments arrive seasonally. No board action was taken; staff said they will provide requested reports and follow up on Fund 80 and operational cost estimates for the referendum projects.
