Applicant Nick Kalinski, managing partner for the Texas Roadhouse location, said the screens are vinyl/plastic, motorized, and fire-retardant, and that they help protect guests from frequent local weather changes while allowing airflow when needed.
Commissioners asked about emergency egress, ventilation and materials. Staff and the applicant said the exit door behind the screens is an emergency exit and is signed as such; the screens are not fully sealed at the bottom and the patio retains ceiling ventilation and fans. Staff also noted that the plan-unit development conditions approved Feb. 10, 2022, remain in effect and that a three-quarter vote of the Plan Commission could allow use of the retractable screens where ground-floor material standards would otherwise require masonry or wood.
The motion approving the modifications, with conditions that all relevant codes and the plan-unit development conditions remain in effect, passed on roll call. The applicant said the screens were installed by the builder and only later discovered to be unapproved; the approval brings the installation into conformance with the municipal process.
