Carrollton, Ga. — Sheriff Terry Langley on Feb. 27 asked the Carroll County Board of Commissioners to approve a professional services contract for a study and design assessment of a new sheriff's office and jail annex, with a proposed price not to exceed $146,745.
Langley described aging facility conditions — cramped offices, outdated plumbing and wiring, and limited evidence storage — and said the county needs updated training space, expanded medical beds and improved facilities to address mental-health and substance-use issues he sees among inmates. He recommended Comprehensive Program Services (CPS), led by Eric Johnson, based on the firm's previous local work, and requested the board approve a contract to complete a study between now and May.
Langley: "So to start that project, possibly as a splash project, I have a company, CPS Comprehensive Program Services. Eric Johnson is the owner of it. I've known him for almost 30 years."
Commissioners discussed procurement and negotiation of the contract's monetary portion. One commissioner asked that the board understand the packet price is subject to negotiation and that the final negotiated fee be handled by the chairman and staff, not assumed as final from the submitted packet. The chairman confirmed the item will be placed on the consent agenda for the board's regular Tuesday meeting for final approval.
The study contract covers a needs assessment and recommendations for future capacity, and is intended to inform later design and construction decisions; no construction contract or new borrowing was approved at this meeting.
