Planning commission approves DW Sugar Land Entry Reserve preliminary plat for Rye Hill development

Sugar Land — The Planning and Zoning Commission on Feb. 27 approved the preliminary plat for DW Sugar Land Entry Reserve, a 16.236-acre portion of the proposed Rye Hill master-planned community in the city’s extraterritorial jurisdiction.
Planning staff presenter Jessica Acoles described the parcel as part of the larger Rye Hill development, a proposed 960-acre master-planned mixed-use community. Acoles said the DW Sugar Land Entry Reserve preliminary plat “consists of 16.236 acres, and it includes 0 lots, 3 reserves, and 1 block.” Staff described the reserves as designated for a detention pond (Reserve B), a lift station (Reserve C) and an additional reserve associated with the Rye Hill development, and said access will be provided from Wright Hill Parkway and that the Del Webb residential portion will be a gated, private collector.
Acoles reminded the commission that preliminary plats are intended to show lot and street layout and ensure minimum lot sizes and right-of-way requirements can be met; she also noted that preliminary-plat dimensions need only be shown to the nearest whole number per the Development Application Handbook.
Commissioners asked staff whether small numeric dimension discrepancies previously noted on other plats affected approval; staff said the city’s systems and staff review found no issues for this DW Sugar Land Entry Reserve plat. A motion to approve the preliminary plat passed on a voice vote; staff recommended approval and the commission approved the item.
The preliminary plat is not a final plat and will require final-plat submittal and recording with the county; Acoles told commissioners final plats include master notes, signature blocks and proposed easements that are not shown on preliminary plats.
