Roseburg staff outline timelines for Stewart Park courts, new turf fields and Sunshine Trail work

Roseburg Parks & Recreation staff told the commission in February 2025 that design work is wrapping up for the Stewart Park tennis and pickleball project and that design and cost estimating are underway for proposed turf soccer fields at Grove Field. Staff also provided a brief update on the Sunshine Trail project and annexation steps needed to complete a related grant application.
Staff said the Stewart Park work will demo existing outdoor courts after the high school tennis season and reconstruct new tennis courts, add 10 pickleball courts, replace fencing, add lighting and build terraced concrete spectator seating. The seating is planned as two elevated levels (about 30 inches each) with allowance for future shade canopies. Staff said the lighting will be LED and that bid specifications are being completed with a planned bid advertisement in February (staff-provided schedule).
On turf fields, staff said design is also advancing but noted no construction funding has been identified yet; the city used American Rescue Plan Act (ARPA) funds to pay for design. The proposed Grove Field turf layout includes both a college-size and a high-school-size field, with internal striping to create multiple youth fields. Staff said the turf infill will use a non-rubber material (described in the meeting as crushed olive pits, a natural product used recently on local softball fields) rather than rubber pellets, adding that the non-rubber infill increases cost by roughly 10%.
Staff described planned site balancing and floodplain work: the lower-right corner of the proposed field will be cut about 3 feet to allow fill elsewhere and a no-rise floodplain certification (hydraulic study) is planned to demonstrate no adverse flood impacts before applying for grants. Staff said a sanitary sewer line adjacent to the concession building will be replaced this spring to avoid conflicts with the future turf layout.
Regarding the Sunshine Trail project, staff said annexation of park-adjacent property into the city’s urban growth boundary and control is on that agenda at the upcoming City Council meeting; staff said completing that annexation will allow the city to proceed with a related grant application and work tied to the trail project. Staff said the trail bid package is expected to go out to bid within one to two weeks and that the project aims for completion in the fall of 2025 if construction proceeds on schedule.
Commissioners asked about lighting operation and neighborhood impacts, the longevity and environmental implications of infill materials, sidewalk and ADA access along Harvey, and timing for future budget cycles. Staff answered that lighting will operate on timers and be designed to minimize off-site impacts, that a habitat study or other environmental studies will be performed as required, and that sidewalks along Harvey are planned in a future budget cycle (staff identified 2025–26 and later years for some sidewalks and related improvements).
No formal commission vote was taken on these updates; staff characterized the items as design and funding steps and said further council-level approvals will be required for construction.
