Prosper ISD administrators presented the district’s 2023–24 Texas Academic Performance Report (TAPR) and accompanying counseling updates at the Feb. 26 board meeting, telling trustees the district outperformed regional and state averages in multiple subject areas and is expanding supports to increase college, career and military readiness (CCMR).
Dr. Phan (presenter) told trustees the TAPR data reflect assessments from the prior school year and earlier graduating cohorts. She said district results were strong across subjects: in English language arts 92% of students achieved "approaches" or higher, 77% achieved "meets" or higher, and 40% reached the highest level, "master." For mathematics, 87% scored "approaches" or higher, 64% "meets" or higher and 32% "master." Administrators said the district again outperformed state and regional averages at all performance levels.
On accountability: administrators told the board that the district’s A–F accountability rating and distinction designations are pending release because of a lawsuit between the Texas Education Agency (TEA) and some districts.
Financials and compliance: the administration said the district received a "superior" rating in the Financial Integrity Rating System of Texas (FIRST) and emphasized accurate student coding and attendance as central to state funding through PEIMS reporting.
College and career readiness: the district noted TEA’s CCMR target recently rose (administrators cited a move from a 60% target to an 88% target). To raise CCMR and reduce remedial needs, Prosper ISD added college-prep course options for seniors and is administering the Texas Success Initiative Assessment (TSIA) items in English 3 and Algebra 2 so students can demonstrate readiness before graduating.
Counseling and safety supports: the counseling update said all campuses are now in compliance with counselor time-allocation requirements, enabling counselors to spend a larger share of time in direct student services. Counselors have logged more than 10,000 student interactions in Skyward this year, administrators said. The district described Hope Squad (a peer-led suicide prevention program) and TCHAT (Texas child health access through telemedicine), a free telemedicine counseling option for students; administrators invited the public to Hope Week activities and the Hope Walk on March 29.
Postsecondary tracking: administrators said they are monitoring graduate enrollment using state data and the National Student Clearinghouse; they noted the Prepare to Prosper program affects tracking and that Prosper is capturing higher percentages of out-of-state enrollments than initially shown by state data.
What this means: district leaders said the combined academic, counseling and college-readiness strategies aim to raise student outcomes and postsecondary readiness; trustees heard a mix of data points, program descriptions and next steps for implementation.
