House Rules Committee adopts rule substitute for HB 307 and sets supplemental, Friday calendars

It removes outdated language of programs that do not align with the science of reading standards that we passed in 2023," and added that the substitute "adds dyslexia to the Georgia Early Literacy Act" and creates a literacy coach coordination structure.
Chairman Erwin explained the substitute further, saying, "As Representative Ballard said, it establishes within the Office of Student Achievement the Georgia literacy plan coordinating committee," and noting the committee duties listed in the substitute.
The chairman then called for a motion to adopt the rule substitute. After a motion and a second, the chairman said, "All those in favor say aye." Committee members responded "Aye," and the motion passed; the committee adopted the substitute for HB 307.
In other formal actions, the committee voted to recommit three bills back to their originating panels: House Bill 198 to the Education Committee, House Bill 185 to Regulated Industries, and House Bill 246 to Public Safety and Homeland Security. Each recommit motion was moved, seconded, and announced as returned to the specified committee.
