House advances election-timing bill aimed at standardizing filing and early-voting deadlines

BOISE — The Idaho House passed House Bill 2 78 after lawmakers described the measure as a years-long collaboration with county clerks to standardize candidate filing, withdrawal and early-voting timelines.

Representative (District 6) sponsored the bill on the floor, saying clerks had reported compressed timelines for producing ballots for absentee and military voters and that counties had begun early voting on inconsistent dates. “This fixes that and moves things in order,” the sponsor said, describing how the bill sets standardized windows for filings and early voting across offices and election types.

The sponsor and Representative (District 32) described the measure as a joint effort with the county clerks’ association. Representative (District 32) said the bill also tightens the withdrawal process for candidates, citing an example in which a candidate who won a primary later withdrew. “When you file for office, you need to make the commitment,” she said.

Floor debate emphasized what the sponsors described as non-substantive changes that instead harmonize numerous chapters of code — from magistrate judge elections to auditorium districts — so clerks can produce ballots on consistent schedules. The sponsor said the bill does not change voting locations or absentee-eligibility rules.

Clerk records show the House approved the bill; the clerk announced the result as “passed the House.” The official roll-call tally given in floor remarks was 68 ayes, 2 absent or excused.
