Green sheet: HB 93 parental choice tax credit reduces projected general fund revenues by $50 million, staff flag Tax Commission costs

Keith Bybee, division manager for budget and policy analysis at the Legislative Services Office, briefed the Joint Finance-Appropriations Committee on the general fund daily update on Feb. 28, citing two immediate changes: the governor’s signature on House Bill 93 (parental choice tax credit) and the resulting $50 million reduction in projected general fund revenues under the legislative column, and an outstanding fiscal note that will increase Tax Commission costs by a reported $125,000 in operating resources.
Bybee explained the HB 93 fiscal impact appears on line 3 of the green sheet and that the Tax Commission’s fiscal note is still being finalized; the $125,000 referenced on the sheet is for Tax Commission resources required to administer the credit and staff expect further adjustments when the commission’s fiscal request is formalized.
Bybee also summarized movement elsewhere on the green sheet: certain agency items (Public Television, State Independent Living Council, Department of Agriculture, Soil and Water Conservation Commission) had advanced and the legislature’s total general fund appropriations were tracking about $141 million over the FY2025 base at the time of the briefing, driven largely by compensation and health insurance costs. He told members he will continue to update the green sheet as bills gain or lose traction and that he plans to remove bills that have not moved since January.
