Millennium Fund Committee report accepted; one‑time youth assessment center funding approved

The Joint Finance-Appropriations Committee accepted the Millennium Fund Committee report by unanimous consent on Friday, Feb. 28. Senator Van Burtonshaw and Representative Jordan Redmond, co-chairs of the joint Millennium Fund Committee, presented the report and the committee’s recommendations to prioritize prevention, cessation and treatment programs funded by the Millennium Fund.
The co-chairs told JFAC the Millennium Fund receives proceeds from the 2007 tobacco settlement and that the committee’s priorities center on programs benefiting Idahoans under 18. Representative Redmond described recommendations that include one-time funding for youth assessment centers (administered through the Department of Juvenile Corrections) to cover a shortfall and keep 12 centers operating into 2026, support for school-based vape detectors and other education programming, additional personnel support for Idaho Public Television tied to committee recommendations, and continuing educational programming through Idaho State Police funded from the opioid settlement fund.
Representative Redmond told the committee the youth assessment center funding is intended as a one-time appropriation to bridge an immediate gap and that the committee made the timing and one-time nature of the appropriation explicit so the centers must develop sustainability plans. Senator Van Burtonshaw noted the Millennium Fund originates from the tobacco settlement and reiterated the committee’s focus on youth prevention and treatment services.
Following presentation and questions, JFAC accepted the report by unanimous consent. Committee members said they wanted to see future business plans for the assessment centers demonstrating sustainability before considering further recurring funding.
