Arts commission approves multiple grant reports and a project extension; some recertifications deferred pending finance checks

Staff said the grantees shifted a gallery event out of the original timeline because of staff changes; the grantees will hold additional workshops in the same venue and requested an extension. A commissioner moved to approve the project change; the motion was seconded and the vote was unanimous.
The commission next reviewed recertification reports for the 2022–25 general operating support grants. Commissioners moved and then approved a long list of organization reports for recertification by unanimous vote; that list included (by the report motion) Boulder Ballet, Boulder International Film Festival, Boulder Museum of Contemporary Art, Boulder Philharmonic, Dairy Arts Center, Museum of Boulder, and many others. Commissioners then pulled a small number of reports for separate discussion. The commission voted unanimously to approve the Junkyard Social Club’s recertification report. The Boulder Samba School’s report was also discussed and approved after staff answered a question about an apparent dollar sign that had been placed where months-of-working-capital normally appears; staff clarified the figure and the commission approved the report.
The commission identified additional organizations where financial details raised questions. Staff will follow up to request clarification on reporting for one organization that reported a large operating deficit and on another where contributions from the owner appear on the balance sheet but not on the profit-and-loss statement. Commissioners agreed to postpone final approval of those specific recertifications until staff receives clarifications; staff will return answers and the commission may act when that information is available.
Other grant-related details reported at the meeting: staff said all award amounts would increase by 10% for this round, that the commission had received roughly $374,000 in requests from new GOS applicants (25 new applications) and that overall renewals would total about $66,000 more than budgeted because many organizations performed well. Commissioners discussed whether to change tiering rules after a request from the Museum of Boulder to base tiers on expenses rather than revenue; staff noted that the current eligibility rules use revenue and that changing the rule would set a precedent.
Formal votes recorded in the meeting minutes were unanimous where taken. Several commissioners emphasized that follow-up questions are a normal part of stewardship and asked staff to return clarifying information for the records.
