Climate Action Plan update delayed to third quarter; staff to bring resolutions on equity and resilience goals later this year

Climate initiatives staff told council the Climate Action Plan (CAP) refresh is in active drafting, will emphasize systems‑level “big moves” and will integrate climate, resilience and equity priorities. Staff said the plan launch has shifted from second quarter to third quarter because outside consultants assisting with copy and design need more time.
Yael Gishon, principal project manager in climate initiatives, said the update will connect land‑use and BVCP work, strengthen the integration of climate and financial strategies and maintain a focus on systems‑level actions that combine mitigation, resilience and equity. She said staff heard council feedback in December and are incorporating it, and that they plan to bring a resolution to adopt new climate equity and resilience goals in the second or third quarter and to launch the full Climate Action Plan in Q3.
Staff also said they are tracking potential impacts to federal funding related to regional strategies and will keep council informed. Gishon highlighted partnerships with community groups and county programs (for example a forthcoming county Climate Equity Fund) as implementation partners for community capacity‑building and climate literacy efforts.
Why it matters: the CAP shapes citywide priorities for emissions reduction, adaptation and climate equity; the delay to Q3 reflects additional consultant and interdepartmental work required to finalize content and communications.
