City economic development and community‑vitality staff updated council on efforts to address commercial vacancies and support small businesses.
Jennifer Pinsonault, Economic Vitality Manager, said the draft economic development strategy will be presented to council in April and has been informed by research and public engagement, including a survey of more than 500 businesses. In parallel, staff said they launched an affordable commercial grant pilot providing $850,000 in grants to help address gaps in affordable commercial space for small businesses.
Community Vitality staff described an improvement‑district analysis under way with Progressive Urban Management Associates that will recommend near‑term financial and governance actions for existing improvement districts (University Hill, central area and Boulder Junction) and identify how districts might evolve. Staff said findings and recommendations from the district analysis and the commercial‑area blueprint will be presented to council at a study session on April 24; an RFP for consulting support on the blueprint is planned for the second quarter.
Staff also noted ongoing activations and program pilots to boost quality of life and commercial area vibrancy, including the Boulder Social Streets initiative, outdoor dining pilots, additional public‑art programming and partnership on the University Hill streetscape and critical pedestrian corridor work.
