City to report in June on manufactured‑home community strategy; staff exploring voluntary owner partnerships and infrastructure options

Housing staff updated council on the city’s manufactured‑home community (mobile‑home park) strategy and told council they will return with a fuller update June 12.

Molly Tayer, senior housing project manager, said the manufactured‑home strategy (originally developed 2019–2022 and adopted in 2022) contains 35 action items; staff said most actions have been implemented and the remaining item under review is whether the city and park owners could negotiate voluntary partnerships that would provide some rent stabilization or subsidy in exchange for commitments on maintenance or capital upgrades. Tayer emphasized state law restricts local rent control and any stabilization would need to be voluntary.

Deputy utilities director Chris DeVille told council that infrastructure in parks — water and wastewater systems in particular — can be very expensive to replace and that previous studies showed high costs; staff committed to return with more detailed options and cost information at the June study session.
