City staff to release vision memo and begin policy testing phase of Boulder Valley comprehensive plan update

City planning staff told the City Council during the retreat that the Boulder Valley comprehensive plan update is moving from vision-setting into a policy-testing phase this spring.

Senior city planner Sarah Horn said staff will finish the vision-and-focus-areas work in March and “on March 20, we'll be submitting an IP memo to you that shares what we've learned from engagement… and it will also include a draft vision statement and preliminary list of focus areas.” That memo will be used to organize the next phase of community conversations.

Staff said April will begin the longest phase of the BVCP project — described as a policy-options and analysis phase — during which planners will develop and test concrete policy alternatives. Horn said the team will host a large community event on April 12 and that county policy bodies will be holding parallel briefings the same week. She asked councilmembers to help communicate to residents that the update proceeds in phases and that detailed trade‑off conversations will come later.

The planning team also told council it will hold a joint study session with the University of Colorado planning board on May 22 and will ask council for direction in that May study session on a “policy concepts and analysis roadmap” — in staff wording, the guardrails the city will use to evaluate policy options and land‑use analysis over the summer.

Why it matters: the BVCP is the city’s primary long‑range land‑use framework. Council and staff described the next three months as the critical transition from high‑level visioning to the point where concrete policy tradeoffs will be tested with residents, stakeholders and peer agencies.
