City staff told the Woodland Park City Council on Feb. 26 that the state of Colorado issued a violation because the city did not submit required documentation for the lead service line inventory by the state deadline.
In the city manager's report, Erin said the citation related to reporting and not to any confirmed discovery of lead in the municipal water supply: "This violation was not issued due to the discovery or confirmation of lead in any city water. This violation was issued because the city failed to submit necessary documentation before the state's deadline," Erin said.
Erin said the city had completed the underlying survey but had not finished uploading the inventory to the state. Two separate letters were mailed: one to every water customer explaining the reporting issue and another to owners of homes built before 1981 for which the city lacks 100% confirmation that the service line is not lead. Those pre‑1981 homeowners are being asked to contact the city's office to confirm the material of their service line or to use resources provided by the city if they do not know.
Erin said the city is actively working to remedy the submission and will bring the item back to the council when questions remain. No enforcement action tied to contamination was reported at the meeting.
Why it matters: federal and state lead service line inventories are used to plan mitigation and replacement; incomplete reporting can trigger state notices and requires follow‑up to ensure public records accurately reflect where lead service lines may exist.
