"So moving into the appropriation section...it was reduced down to, 25,000,000 for the...Vermont Housing and Conservation Board," Wood said, and he explained moves of specific items between AHS and VHCB for resident services.

Members cross‑checked the draft against the committee's appropriations memo and flagged several discrepancies (for example, homebuyer education funding listed as $300,000 in one draft but $500,000 in committee memo). Wood said he had circulated a corrected appropriations memo and would reconcile remaining differences. Members also discussed multi‑year grant language and whether to appropriate a total amount for a three‑year grant or to structure it as an on‑going annual appropriation; staff said they would refine language to reflect the committee's intent.

Committee members asked staff to confirm every line in the bill matches the committee’s appropriations memo and the governor’s budget where relevant, and to correct typographical inconsistencies and section numbering. Staff said they would return with an edited bill and a finalized appropriation crosswalk in time for next week's committee actions.
