The draft tightens the language from an earlier "estimate" to an explicit analysis and asks VHFA to define relevant actors, purchase models and funding mechanisms. Committee members recalled earlier testimony urging exploration of off‑site construction as a potentially faster way to add units and asked VHFA to consider how financing and program design would work for both rental and homeownership production.
Committee counsel said the language was intended to provide VHFA with a clear set of deliverables for their report; members did not vote on the language at the meeting and staff said they would bring more refined text when the bill returns for another review.
