The committee reviewed language creating a Universal Design Study Committee and proposed changes to the committee’s membership and compensation. Cameron Wood noted that he had "struck members from the committee" and that the list now contained 14 positions rather than 15 as previously reported. He said he had removed representatives from several named organizations (AARP, Vermont Mortgage Bankers, NeighborWorks affiliate and others) and asked members to check their notes to confirm the composition.
Wood also added a provision that members of the committee "who are not otherwise compensated for their time shall be entitled to a per diem compensation as permitted under 32 BSA 10 10 for not more than 6 meetings," matching the legislative committee’s meeting limit. He told the panel that committees with non‑legislative members may meet virtually under current statute, so no additional virtual‑meeting authorization was needed.
Members asked staff to confirm whether some appointees are state employees (and thus not eligible for the per diem) and to verify per‑diem rates and the number of uncompensated members so that the appropriation aligns with anticipated payments. Committee staff said the per diem used for non‑state appointees was $50 and that they would verify the count of eligible members and adjust the appropriation language as needed.
Committee staff will confirm membership rosters, verify per‑diem eligibility and amount, and return edited language at the next meeting.
