Commissioners move forward on control facility project with $300,000 available; award low bids

Jones County commissioners authorized awarding low bids and advancing a county control facility project on Jan. 3 after staff presented an updated cost estimate.
Project manager Jason Risner told commissioners an updated estimate, including a 10 percent contingency, came to $285,746. He said the county had identified $200,000 already available and could draw an additional $100,000 from a 2009 SPLOST infrastructure line to fund the project, giving roughly $300,000 in available funds.
“We were able to find some money in the 2009 SPLOST that can go towards this project. We have about a hundred thousand dollars in that 2009 SPLOST that we can put towards this project. That brings us to $300,000 that we have available for the project,” Risner said.
Contractor Scott Jackson reported fundraising and in‑kind donations tied to the project. “Puppy kennels are $200, and the cat cages are $100. And I’ve been able through talking to people and doing different things, also receiving just donations from people. We’ve got up to right at $10,000 that’s earmarked for the new building fund,” Jackson said.
Commissioners discussed whether the 2009 SPLOST amount had prior earmarks; county staff said the $100,000 was in an infrastructure account and not specifically assigned to another project. Some commissioners asked staff to prepare a recommendations presentation on other available funds and how to allocate them for county buildings and maintenance.
A motion to award the low bids and proceed with project work carried on voice vote. The project will begin with the awarded contracts and gravel parking as currently scoped; paving for the parking lot was not included in the immediate award.
