Committee approves grants, equipment purchases and ordinance updates; MS4 report accepted
Summary
At its Feb. 26 meeting the Green Bay DPW committee approved a pre-disaster flood resilience grant, multiple vehicle and equipment purchases, several contract awards, and ordinance changes related to erosion-control reinspection fees and private stormwater inspections; the 2024 MS4 report was authorized for submission to the Wisconsin DNR.
The Department of Public Works Improvement & Services Committee considered and acted on a set of procurement, grant and ordinance items on Feb. 26. The committee approved the following motions (summaries below reflect committee discussion and staff presentations):
- Accept pre-disaster Flood Resilience Grant (PDFRG): Committee approved acceptance of a $250,000 pre-disaster flood resilience grant for Emily Park flood mitigation with a $75,000 local match drawn from the stormwater budget.
- Equipment purchases and replacements (approved): Committee authorized purchases from Sourcewell or competitive contracts including a closed-circuit televising truck (ARIES Pathfinder system mounted on 2025 Ford F550) for $475,865; a Generac 75 kVA trailer-mounted generator for $57,033 for lift-station backup; a heated asphalt hot-box trailer (for pothole repair); and two EnviroTech automated side-loader truck bodies at $194,005.11 each (total $399,022) to maintain the sanitation fleet.
- Additional heavy equipment, chassis and plow packages: Committee approved purchase of three tandem-axle dump truck chassis ($124,345.38 each), three tandem axle dump truck body/wing/plow packages (total $511,393) and related fleet procurement as budgeted in the 2025 equipment replacement program.
- Contract awards and purchases: Committee approved awarding parks electrical upgrades (Parks 225 Birds a Parade electrical upgrades) to Current Electrical Services, Inc. ($84,711.50); awarded East Side Garage salt shed construction to Elite Builds ($317,009); and reported award of Severs 424 Baird Creek stormwater restoration (parts A and B) to Advance Construction, Inc. ($941,349.65), with funding split between ARPA and the stormwater utility.
- Agreements and maintenance: Committee approved annual access for Great Lakes TV Seal, Inc. to the city sewer system for inspections; staff emphasized the arrangement provides additional inspection coverage for mains and private laterals.
- Ordinance changes and stormwater program items (approved): Committee approved creating a municipal code provision authorizing a construction-site erosion-control reinspection fee (to be established in the city fee schedule) and authorized an amendment to municipal code to allow inspections of privately owned stormwater management practices required under the city’s MS4 permit.
- 2024 MS4 Report: Committee reviewed and authorized the 2024 annual MS4 report for submittal to the Wisconsin Department of Natural Resources. Staff summarized outfall inspections, illicit-discharge findings, structural best-management practice maintenance contracts, public outreach events and the leaf-collection totals (staff reported 77,600 cubic yards collected in the city leaf-collection program).
All motions described above were approved by the committee; staff indicated funds were included in the 2025 budgets or otherwise available. Several items were noted as coming to full Common Council for final contract awards or reporting where required.
