The St. John Redevelopment Commission on Wednesday approved amendments to Economic Development Area (EDA) 1, adopted a development‑agreement form for an LBL project allocation area, and approved a contract with Baker Tilly to support a proposed 2025 bond issuance.
Billy Manesopoulos, the town manager, told the commission the EDA 1 amendment adds allocation areas for "Jewel Family Express and the Boyer property on the corner 90 Third And 41" and removes so‑called negative impact parcels that had reduced TIF revenue. He described the item as an amendment to the Economic Development Plan for EDA 1.
The commission opened a public hearing on Resolution 2025‑226A, received no public comment and then voted to adopt the resolution confirming the amendments; the motion carried 4–0.
The commission then considered Resolution 2025‑226B, described by Manesopoulos as approving a form of economic development agreement among the town, Lake County, the St. John Redevelopment Commission and LBL Development LLC for allocation areas in EDA 4. That resolution passed 3–1.
Commissioners also approved a Baker Tilly contract to support a proposed 2025 RDA bond for the Heartland expansion; the motion carried 4–0.
No additional public comment was received. The Redevelopment Commission adjourned following the votes.
The RDA action and the Baker Tilly contract will be used to structure and finance future infrastructure and allocation‑area obligations tied to newly defined TIF allocation areas. The commission’s minutes record the formal votes.
