Chief Financial Officer Mr. Anderson told the North Wasco County School District 21 board that the state has recalculated the district’s share of the State School Fund, reducing the district’s next three payments by approximately $1,087,000.
Anderson said the district previously budgeted with an estimate that proved too high and that the revised calculation increases this year’s revenue shortfall by about $1,087,000. He told the board the district began the year with roughly a $1 million deficit balance and must undertake significant underspending to balance the current budget. He singled out an unexpected, significant increase in the PERS employer contribution rate as a major fiscal challenge.
On enrollment, Anderson said the district submitted a revised membership estimate for next year of 2,820 students and his internal estimate is 2,805. "Trying to guess how many students will be here in February is something less than an exact science," he said. He cautioned that low kindergarten enrollment this year could be an anomaly but said he is not assuming a rebound.
Anderson also listed other sources of uncertainty affecting revenue estimates, including federal Title program funding and potential changes to USDA food-service reimbursements.
Board members asked clarifying questions about timing and next steps; Anderson said adjustments to spending and close monitoring of grant funding will be necessary. The board subsequently approved a supplemental budget to accept a donor contribution for a new press box and a $5,000 transfer within the local grants fund.
