The Erie County Board of Elections voted to approve Resolution 1 of 2025 to award the request for proposal (RFP) for ballot printing and mailing for the county's primary and general elections to Phoenix Graphics, the board said at its meeting.
A staff member who served on the RFP review committee told the board the committee "met and independently scored the proposals and we received 2. We unanimously chose 1 over the other," and recommended awarding the contract to Phoenix Graphics. The staff member also said, "Phoenix Graphics is in Rochester, New York." Committee membership was identified in the meeting as the staff presenter and two named committee members, Megan Moore and Tanya Fernandez.
The committee said it had contacted other counties and vendors; the presenter reported generally positive feedback about Phoenix Graphics' performance from those contacts. The board voted on the resolution after a second; the roll call recorded affirmative votes from multiple members and the resolution was approved.
The board also approved the previous meeting's minutes earlier in the session by voice vote.
