The committee’s written findings, read to the committee during the meeting by Alder Galvin, concluded that "nothing in the labor agreement discusses compensation during extraterritorial assistance" and that the agreement’s Article 1, Section 1.2 gives the city the prerogative to manage operations in matters not covered by the contract.
