The City of Green Bay Personnel Committee on Feb. 25 unanimously adopted findings denying a grievance from the Green Bay Professional Police Association seeking overtime pay for officers who worked during the Republican National Convention from July 13–19, 2024.
The committee’s written findings, read to the committee during the meeting by Alder Galvin, concluded that "nothing in the labor agreement discusses compensation during extraterritorial assistance" and that the agreement’s Article 1, Section 1.2 gives the city the prerogative to manage operations in matters not covered by the contract. The findings said Section 6.3.1 — which governs overtime posting and allocation — did not apply because the alleged overtime was not posted and no officer was on paid time off (PTO) during the assistance period.
Why it matters: The ruling means the officers named in the grievance will not receive overtime premium pay or back pay for voluntarily canceling PTO to assist another agency during the convention, as determined by the committee’s interpretation of the 2023–2024 labor agreement.
Background and committee action: Committee members moved into closed session under statute 19.85, Subsection (a), to deliberate on the grievance; the committee then reconvened in open session. The personnel committee noted the hearing record included an earlier proceeding on Jan. 28, 2025. After the closed-session deliberation, a motion to adopt the findings of fact and conclusions of law passed unanimously.
Key findings read to the committee said the grievance is properly before the committee under Article 3 of the labor agreement, that compensation for extraterritorial assistance was not contemplated in the contract, and that units “are therefore not entitled to back pay compensation stemming from voluntarily canceling their PTO to assist NPD during the RNC.” The committee stated the city’s offer of options regarding assistance during the RNC was within the city’s managerial prerogative.
Committee response and next steps: Committee members voted to adopt and finalize the written findings. The committee indicated the signed findings and conclusions will be distributed to the parties involved.
Details recorded: The grievance covered alleged compensation for the mobile response unit, marine unit, and motor unit for assistance during July 13–19, 2024. The committee relied on the 2023–2024 labor agreement between the City of Green Bay and the Green Bay Professional Police Association in reaching its conclusion.
Ending: The committee closed its agenda item after confirming the findings would be signed and copies sent to involved parties.
