Green Bay staff recommended denying a massage-establishment license application for 989 West Mason (Tulip Spa) during the Feb. 24 Protection Policy Committee meeting, saying the applicants had a history of municipal convictions for massage-related violations, inaccurate answers on the application and compliance issues including unlicensed workers and unauthorized living quarters in the basement.
During the staff presentation, a representative summarized multiple municipal convictions and warnings from 2020 through 2024 and noted one citation was dismissed with prejudice; staff said nine prior convictions for massage-ordinance violations remained on record and that some citations involved unlicensed workers and housing-code breaches. Committee members also noted that the application answered “no” to a question asking whether the applicant or related persons had had a similar license suspended or revoked — an answer staff said was inconsistent with the city’s records for the address.
Applicants and representatives — including Ling Roake and another applicant who used a Madison address for identification — spoke through a translator. They said some earlier incidents occurred while they were not actively managing the business, that COVID-era confusion and staffing changes contributed to past violations, and that they had paid fines and attempted to resolve issues. One applicant said she routinely was based in Madison but traveled to Green Bay weekly for business and that she had sold or closed other short-term ventures when circumstances required.
After public discussion and legal clarification that the ordinance allows the committee to consider municipal convictions and false statements on an application as grounds for denial, a committee member moved to recommend denial to the Common Council under the licensing grounds cited in the packet (ordinance sections citing convictions and false or misleading application information). The committee approved the motion; staff will forward the recommendation to the Common Council for its March 4 meeting. Staff also reminded the applicants that operating without a license is not permitted and that lights and appointments must cease while the application is pending.
