The San Luis City Council on Feb. 12 approved multiple procurement steps for the West Wastewater Treatment Plant expansion, including purchases of headworks and sludge-dewatering equipment and a preconstruction services agreement for the design phase.
Assistant Director of Public Works Jorge Perez told the council the headworks — the initial screening equipment that removes large debris from incoming wastewater — was specified by the city's consultant, PACE Advanced Water Engineers, and that the city received three proposals. Perez recommended moving forward with Hydro Dine Engineers Inc. for the headworks, and said the equipment carries an estimated eight-month lead time.
Perez said the city followed the same consultant-driven request-for-proposals process for a sludge dewatering system, which removes water from solids near the end of the treatment process. He said the recommended vendor for that unit was FKC Co., Ltd., with a nine-month lead time.
Separately, Perez said the city selected MGC Contractors, Inc., through a qualifications-based CMAR (construction manager at risk) process to provide preconstruction services. He described preconstruction services as the contractor working with the design engineer to complete the 100% design and to develop a guaranteed maximum price for construction at a later date.
Councilmembers moved to approve the three items in sequence; each motion passed with council consent. The council authorized Hydro Dine Engineers Inc. for the headworks purchase, approved the FKC Co., Ltd. sludge-dewatering award, and accepted the MGC Contractors preconstruction services agreement.
Perez said portions of the equipment purchases will be expensed across the current and next fiscal years owing to vendor lead times. Councilmembers asked no substantive follow-up questions during the votes.
The council directed staff to finalize purchase schedules and to proceed with contract execution and related administrative actions.
