Kent School District board approves multiple capital upgrades, rejects flexible program-space renovation

The Kent School District Board of Directors on March 1 approved a package of capital improvements and several policy updates, while voting down a proposal to convert a recently acquired building into a flexible program space for district alternative programs.

The board approved projects to bring Kent Meridian High School’s fast-pitch field into Title IX compliance, add an accessible switchback ramp at French Field, provide additional funding for a Kent Ridge High School HVAC upgrade and authorize a change order for the Kent Ridge D-wing remodel. Separately, the board approved routine items including donations, voucher payments and four district policy updates. The board rejected a motion to add a “new flexible program space” project to the 2018 capital levy after members voiced concerns about scope, cost and community engagement.

Why it matters: The approved projects address facility safety, access and legal compliance that directly affect athletics, daily school operations and building systems. The rejected flexible-space item touched off questions about program needs, transparency and whether short-term fixes are appropriate pending longer-term planning and a potential future bond.

Board action and highlights - Flexible program space (agenda item 8.04): Motion to add the new flexible program space project to the 2018 capital levy failed, 2–3. Board discussion and public comment focused on whether the $738,000 renovation matched TOP’s program needs, whether it preserved options for iGrad and whether the district should hold a public work session before moving forward. Community member Joe Riley called for the board to “table this proposal, call a work session, and have the district explain the plans for both iGrad and TOP” before voting.

- Kent Ridge High School D Wing remodel, change order No. 2 (8.03): Approved 5–0. Staff said the change order covers unforeseen conditions found during construction — abandoned ductwork, additional rebar for a retaining wall and a small number of missed items such as roller shades — and that another change order with additional plumbing work remains forthcoming.

- Kent Meridian High School fast-pitch lighting (8.05): Approved 5–0. District staff said the upgrade addresses a Title IX discrepancy at Kent Meridian where the boys’ field had permanent lighting and the girls’ did not after earlier field work. The board authorized using 2018 capital levy funds to add lights so the sites align for equitable use.

- French Field ADA switchback ramp (8.06): Approved 5–0. The board approved funding to install a compliant switchback ramp from the upper parking/entrance area down to the home-side field to allow student-athletes and community members with mobility limitations to access the field safely. Staff noted the required concrete runs, civil work and railings drive the estimated cost.

- Kent Ridge HVAC upgrade additional funding (8.07): Approved 5–0. Staff explained that design work revealed penthouses and equipment that must be raised to meet current code, and that asbestos inspection/abatement and additional structural work increased the project cost. The board approved the additional funds with staff committing to provide an itemized breakdown of the added expenses.

- Gifts, donations, and policies (7.01–7.05): The board approved acceptance of gifts and memorials and second readings/adoption of several policies including the Transitional Bilingual Instruction Program (policy 20110), Freedom of Expression (policy 3220), Student Fees, Fines or Charges (policy 3520) and Evaluation of Staff (policy 5240). Each of these motions passed on recorded voice votes (each motion recorded as 5–0 in the meeting minutes).

- Vouchers (8.12): Approved 4–1. The board authorized payment of vouchers. One board member voiced concern about recent legal costs and abstained/registered a dissenting vote during the roll call.

Discussion and community concerns Board members and community speakers pressed staff for clearer program-level justification and community engagement before approving facility changes that would affect students and specialized programs. Members repeatedly asked whether the proposed flexible-space renovation was the best interim solution for TOP and iGrad or whether the district should pursue a longer-term bond-era plan. Staff said the district owns multiple buildings on the Canyon Road campus, is evaluating longer-term needs and that the flexible-space proposal was intended as an interim, reusable option.

What’s next - Staff said they can provide more detailed projections of TOP program enrollment and a breakdown of renovation costs if the board requests a work session. Several board members asked staff to brief them and community stakeholders before similar capital votes in the future.
