Lycoming County commissioners approve contracts, grants and personnel actions including $242,417 juvenile probation grant

Lycoming County commissioners approved a package of contracts, amendments, personnel actions and grants during a public meeting, including a $242,417 reimbursement grant for Juvenile Probation Services.

The board ratified county invoices totaling $761,318.35 and approved conditional offers of employment for several county positions, including correctional officers and a recycling laborer. Commissioners approved an administrative stop-loss policy with Luminaire Health for $421,035.65.

Other approvals included: an ARPA recipient-agreement amendment reallocating $7,052.94 between a meter project and a waterline extension for the BCO Burrow Authority (no net increase to the authority’s allocation); an additional county fuel card for Pretrial use through a WEX Bank addendum; an amendment to expand allowable uses of opioid settlement funds with West Branch; an extension of chaplain services at no cost to the county through Tammy Etkin (through 12/31/2025); an agreement with Cornerstone Discovery for digital-forensics expert services for a criminal trial (identified as the Bailey trial); and approval of participation in the Keep PA Beautiful pickup initiative for community cleanups.

The board approved an amendment to Miner General (a geological/engineering firm) for one year of pricing and indicated plans to bid that service later in the year. Short-term extensions were approved for fuel and trucking services while the county prepares bids (Petro Choice Holdings through 03/31/2025 and Extreme Trucking LLC through 03/31/2025). A Cintas contract amendment for employee uniforms was approved.

The commissioners granted a permit to the Williamsport Area School District for use of the Lyco Valley cafeteria for a public hazard mitigation plan kickoff meeting on March 24. They also approved a Juvenile Court Justice Commission (JCJC) reimbursement grant of $242,417 for juvenile probation officer costs.

Multiple professional-services agreements were approved for the public defender’s office conflict counsel and court-related services, including contracts with individual attorneys and vendors: Krista Dietz (conflict counsel), Michael Sullivan (conflict counsel), Eric Williams (conflict counsel), Tricia Hoover (conflict counsel), Donald Martino (conflict counsel), Crossroads Counseling (psychological evaluations, $500 per evaluation, not to exceed $9,999.99), and several Spanish-language interpreters at $65 per hour (with approximately 40% of costs reimbursed by the state). The county also approved a short-term contract for court reporting services at a daily/half-day rate not expected to exceed $9,009.99.

The board approved a number of construction change orders and small capital items related to courthouse work (multiple entries including KeyStruck Construction and others). One small exterior contract was tabled for further consideration.
