Council approves parks-code changes to incorporate recently acquired golf course and allow amplified sound flexibility

The Sierra Vista City Council on Feb. 27 approved amendments to Chapter 94 of the city code to incorporate the recently acquired Vista Golf Center at Pueblo Del Sol into Parks and Recreation regulations and to provide flexibility for amplified-sound events in park locations other than the Centennial Pavilion.
Staff described the amendment as adding a definition for the golf course and establishing rules on trespassing, loitering, smoking, fishing and walking on course property. The revisions also update park rules to allow amplified sound in locations beyond the Centennial Pavilion when appropriate, such as ceremonies and music events previously held elsewhere in city parks.
City staff told the council that the proposed amendments do not change the city’s noise code for the golf course: the golf course remains regulated under Chapter 93 (noise), which was not altered by the Chapter 94 edits. The Parks and Recreation Commission recommended approval of the changes on Nov. 12, 2024, and reviewed public comments on Jan. 14, 2025 without recommending further edits, staff said.
Staff reported 13 public comments were received during the required 30-day public review period; copies of the full survey results were included in council packets. Council members said staff had worked extensively on the language and thanked Parks staff for their work. Councilman David Jones asked whether the golf-course items would be separated out later; staff said that splitting golf-course-specific rules from the parks ordinance would be considered in a future revision after moving the current changes forward.
The council approved the ordinance amendment by voice vote.
What’s next: Staff will proceed with publishing the ordinance change and later consider code language to separate golf-course rules from general park code if requested by council.
