Council committee approves Douglas Philpott for Zoning Board of Appeals seat

Mayor Jay Christian Dumas submitted a communication nominating Douglas Philpott to the Marlborough Zoning Board of Appeals for a five-year term to expire from the date of council confirmation. The Personnel Committee considered the nomination at its February 19 meeting and voted to recommend confirmation.
In the mayor’s letter the mayor noted Philpott has lived in Marlborough nearly 40 years and has participated in local scouting, baseball and open-space efforts. At the personnel meeting, Philpott described his background as a retired engineer and his community involvement, including more than a decade coaching and serving on an open-space committee in the 1990s.
Council members said Philpott’s engineering background and familiarity with ZBA procedures were assets for the board. “I did attend several meetings,” Philpott told the committee, and he said he would “do a thorough job” on petitions and site inspections. Councilor Brown moved approval; the committee voted 3-0 in favor.
The Zoning Board of Appeals interprets and enforces local zoning on a case-by-case basis, hears variance and special permit applications and administers the Chapter 40B comprehensive permit process under Massachusetts General Law. The committee chair said the nomination will be forwarded to the full City Council for confirmation.
