Council approves first reading to amend Chewy development agreement deadline

Belton City Council approved the first reading of bill 2025-09 to authorize an amended and restated development and performance agreement with Chewy Inc., extending the annual reporting deadline under the existing Chapter 100 incentive agreement.
City staff said Chewy has submitted the contractually required annual reports since 2021 but has routinely requested administrative extensions because fiscal-year closing and HR documentation timing left little time to finalize reports by the Jan. 15 deadline. Staff said the requested contract amendment would change the deadline from Jan. 15 to March 25 so Chewy’s auditor and financial adviser have more time to compile accurate receipts and HR records.
A staff presenter told the council the Chapter 100 incentive approved in 2020 for the Northpointe project required Chewy to demonstrate employment and salary thresholds tied to the incentive; staff said they saw no barrier to extending the deadline and recommended the amendment to provide more reliable documentation for contract compliance.
The council advanced the ordinance on first reading on a voice vote; no roll-call tally was recorded in the transcript.
