The City Commission convened an executive session on Oct. 8 under the Texas Government Code for attorney consultation and economic-development negotiations (Gov. Code §§551.071 and 551.087). The commission left executive session at 8:07 p.m. and returned to open session to act on a construction matter and to note no action on an economic-development item.
In open session, a commissioner moved to approve change orders 1 through 7 for the San Juan Parks & Recreation Phase 1 construction project; the motion was seconded and carried by voice vote. The meeting record states the motion carried. On the separate executive-session matter regarding Cesar Chavez economic-development negotiations, the commission reported it was taking no action at this time.
The executive session had been entered at about 6:48 p.m. and the open-session reconvening occurred at about 8:07 p.m. Staff indicated the city attorney had participated in the closed consultation on construction and the economic-development item. The commission’s approval of the change orders was the only formal action reported from the executive session.
