Senate sketches task forces on access to capital and a convention center; questions raised about ACCD role and infrastructure needs

The Senate Committee on Economic Development, Housing and General Affairs discussed two task-force proposals — one on business growth and access to capital and another to explore a convention center and performance venue — and reported those discussions to the House Commerce & Economic Development Committee, legislative intern Helen R. Graves said on Feb. 28.
On access to capital, senators told the committee the draft must explicitly include a capital-provider representative and clarify the state’s convening role. Graves said Senator Brock and Senator Clarkson both urged specifying a capital-provider on the task force; Austin Davis of the Lake Champlain Chamber of Commerce suggested expanding mechanisms including tax credits and naming a director to LaunchVT to focus on scalable companies. The committee set a tentative deadline of Nov. 1, 2025, for a report and asked staff to discuss with the Agency of Commerce and Community Development (ACCD) whether that agency would serve as convener. Graves reported the ACCD had not yet confirmed willingness to convene.
A separate task force to explore a convention center and performance venue generated concern that the discussion should be integrated with ongoing Tax Increment Financing (TIF) conversations. Senator Hinsdale argued that infrastructure and capital planning should be prioritized and that combining the convention-center planning with TIF evolution would better align capital and infrastructure choices; Senator Chittenden suggested delaying a vote on the matter until after town-meeting day to gather more testimony.
