Council accepts first-quarter financial report; staff highlights capital and staffing updates

The Tyler City Council accepted the city’s first quarterly financial report for the fiscal year after staff summarized highlights across major funds, staffing actions, and capital projects.

Finance staff reported year-to-date revenues are approximately 10% of the annual forecast with an expectation of being up about 3% for the remaining months if trends hold. The staff presentation noted expected general fund expenditure savings of about $2,040,000 year to date and listed major items approved during the budget process, including ordered fire apparatus (engine and ladder trucks expected in approximately 36 months), in-house demolition of substandard structures (five demolished to date for roughly $50,000 with another in progress), and personnel changes in street operations and stormwater that staff said have improved recruitment and retention.

Other highlights included procurement and equipment updates for water utilities (trench box quotes, new track hoe on agenda), solid waste and airport fund revenue and expenditure expectations, and development services work on the comprehensive plan and historic survey. The hotel occupancy tax (HOT) fund showed revenues running better than expected with some carryover invoices affecting expenditures. Staff also reported implementation of text-messaging software for outreach, stormwater channel projects in design, and ongoing work on wastewater plant rehabilitation.

Councilmember Curtis moved approval of the report; Councilmember McKellar seconded and the council approved the quarterly report on a voice vote.
