Commission approves major site modification for Royal Palm Auto Spa expansion

The Royal Palm Beach Planning and Zoning Commission on Feb. 25 voted 5-0 to recommend approval of a major site modification and architectural plans for Royal Palm Auto Spa, a proposal to add approximately 923 square feet to an existing automobile service station at 11503 Southern Boulevard.

Planning staff told the commission the original site-plan approval from December 2022 had expired because no building permit was obtained and no bona fide site improvements were initiated within one year, per Village Code Section 26-66(c)(1). The applicant seeks a 923-square-foot bay addition and associated landscape and architectural approvals; staff presented site and elevation drawings and recommended forwarding the application and adopting resolution 24-39 with the condition set listed in the staff report.

Staff read the site-specific conditions into the record, including: installation or relocation of required landscape improvements prior to the certificate of occupancy; compliance with Palm Beach County traffic concurrency standards; prohibition on outdoor storage; correction of dead, missing or substandard landscape material before certificate of occupancy; and keeping the site access drive open and unobstructed (no permanent gates or barricades). The conditions were part of the staff recommendation.

The applicant representative, Sam Polczyk of Kolter & Hearing, confirmed the presentation and said the team was available to answer questions. Commissioners expressed support for the expansion; Commissioner David Leland commented favorably on the business’s growth and Commissioner Andrew Alba noted family ownership. No public comment was made. A motion to approve the application was seconded by Commissioner Alba and carried, 5-0.

Staff will process the approval in accordance with the listed conditions and the village’s permitting process.
