Ms. Jordan told the Finance Committee on Jan. 15 that the division must record notices of federal interest for two elementary-school construction projects funded in part with ESSER grant dollars and asked the committee to forward the proposed notices to the full board for its Jan. 21 meeting.
"The purpose of this is to ensure that those funds that the government gave to the school system, remain with the school system and for the purposes of those ESSER funds," Ms. Jordan said. She explained the notices will be filed in Frederick County land records and will indicate restrictions, including conditions that the properties be used for the purposes described in the grant and that they could not be mortgaged or sold to a third party without federal interest considerations.
