School staff outline timeline for A&E selection for Frederick County’s fourth high school

Administration told the Building and Grounds Committee on Jan. 13 that the architect-and-engineer (A&E) selection for Frederick County’s fourth high school has moved to interviews and presentations.
The division posted the request for proposals in November, held a pre-proposal conference, and received submissions. Staff said five firms are scheduled to present to the selection committee this week; the committee will narrow finalists and negotiate with top-ranked offerors.
“Given that we are entering the date of, the fifteenth and sixteenth this week with 5 firms. So we will narrow that down based on presentations as a committee,” a staff presenter said.
Committee members asked whether the board would be shown multiple finalists at the next building-and-grounds meeting. Staff said they will provide as much information as permitted by procurement law while protecting the integrity of the competitive process and avoiding conflicts that could require rebidding or result in legal challenges.
Staff said the selection timeline anticipates returning to the building-and-grounds committee in February with a recommendation that could move to the full board for approval at the Feb. 18 school board meeting, depending on negotiations and legal constraints.
