Top of Virginia Hockey Alliance to present rink-floor replacement; purchasing outlines RFP vs. IFB process and timing for 4th high school A&E award

Mr. Lee presented an informational item from Top of Virginia Hockey Alliance (a 501(c)(3)) regarding a planned replacement of a worn rink floor at the facility behind James Wood Middle School. Lee said the existing flooring has begun to damage skates and equipment; the alliance proposed to manage, fundraise for and pay for the floor replacement at its own expense, and to coordinate construction and access with FCPS facilities staff. The item was presented for information only; Top of Virginia representatives will present in person at the March meeting.
Later in the meeting Tiffany Chapman, purchasing and accounts payable supervisor, briefed the committee on procurement processes. Chapman explained that requests for proposals (RFPs) are used when the scope is not fully specified and the district wants vendors to propose solutions; RFPs include evaluation criteria and use a ranked evaluation committee followed by interviews and negotiation with the selected offeror. Invitations for bid (IFBs) are used when specifications are clear; the district posts IFBs on the state procurement site and on the FCPS website and awards are made to the lowest responsive bidder after purchasing staff review for responsiveness.
Chapman said the district posts procurement documents on eVA (Virginia’s public procurement site) and the FCPS website, described typical RFP evaluation steps, and confirmed that FCPS has worked through negotiations for the fourth high school architectural selection and expects to present the award at next week's school board meeting. Committee members praised the work and asked no additional process changes at this time.
Top of Virginia’s project was explicitly described as privately funded by the alliance and as requiring no taxpayer funds or staff time from FCPS; staff reiterated the alliance will coordinate access and logistics with facilities.
