Kerr County approves reduced contract for indoor arena structural retrofit

Kerr County Commissioner's Court on Thursday authorized the County Judge to sign a modified construction contract with Albert Martinez Roofing and Construction LLC for structural retrofit work at the Kerr County Indoor Arena, approving a revised contract amount of $85,690.
The project covers retrofitting the metal structural frame of the indoor arena and an east weld-up addition to bring those structures into building code compliance in advance of future renovations. Charlie Hastings, county engineer, told the court that the county issued a request for proposals on Jan. 13, 2025, and received a single sealed bid opened Feb. 10, 2025, in the amount of $147,845.50; the contractor later submitted a revised bid that reduced the price to $85,690.
“The scope of the project remains unchanged, completely unchanged,” Hastings said, and he cited Local Government Code section 262.0305(b) when explaining that the court must approve the modified contract for it to be effective.
A commissioner moved to authorize the County Judge to sign the modified contract, and another commissioner seconded. The court voted unanimously, 4-0, to approve the action.
Commission discussion noted budget and contingency details. One commissioner said the county remains on track with the overall project and that engineering and architectural work will be completed in time to present a clearer plan during the next year's budget process. That commissioner also praised the contractor: “I'll just give all credit to Martinez, Albert Martinez in particular for making this happen,” the commissioner said, adding that the cost savings would benefit the children who use the facility.
Hastings and other commissioners described account balances and contingencies: there is roughly $35,000 remaining in the line used for this account, and a $10,000 contingency was referenced; a separate roofing contract contains an additional $10,000 to $15,000 contingency, and the county has an overall $710,000 budget for indoor arena modifications approved for the year. Hastings said if neither contingency is used the remaining balance would be closer to $60,000.
The court did not change the scope of work with the price reduction. Hastings requested — and the court granted — authority for the County Judge to execute the modified contract to reflect the contractor's revised means and methods.
Court members also noted a site visit and meeting related to the broader event-center work scheduled for Monday at 9 a.m., organized with the Stock Show Association and a host identified as Jake.
The court adjourned after the unanimous vote.
