Police items headed to March agendas; public raises staffing and violence concerns after recent shootings

The York City Police Committee placed two police-related items on upcoming legislative agendas and heard public comment about recent shootings and police staffing.
Business Administrator Kim Robertson presented a budget amendment to add a Justice Assistance Grant (JAG) award of $50,725 (effective Oct. 1, 2024–Sept. 30, 2027) for equipment, technical assistance, strategic planning, data and related contractual support. Robertson said the department has consistently received this grant in recent years and that the funds are intended for specific program purchases to be made without long rollovers.
Committee members then discussed a proposed Fraternal Order of Police (FOP) collective bargaining agreement covering January through Dec. 31, 2026. Robertson said the arbitration award detailing changes had been issued and the FOP membership approved the final draft; the administration is incorporating those arbitration changes into a clean collective bargaining agreement to present at the March 18 legislative agenda.
During public comment, Dan Lines said he was "mostly concerned about the recent shooting at UPMC" and asked whether the city could increase police staffing (he referenced roughly 102 officers). Manuel Gomez asked the administration to summarize contract changes; Robertson said the arbitration award distributed with last month’s agenda outlines the changes and that the final draft will include those edits for easier comparison.
Council members also addressed community violence. One councilor referenced shootings that resulted in fatalities and encouraged expanded resources for intervention and anger-management education; she asked the health department to consider adding anger-management resources to its website. Council members offered condolences to affected families and the police department. After discussion a motion and second were offered to place the JAG budget amendment on the March 4 agenda and the FOP agreement on the March 18 agenda; both motions carried by voice vote.
