Winnebago County moves to establish rural transit program with Reagan Mass Transit District

The Winnebago County Board approved two measures on Feb. 27 to set up a rural transit program with the Reagan Mass Transit District: a contract authorizing transit services and a memorandum of understanding naming a Program Compliance Oversight Monitor (PCOM).
Mr. Butita, who moved both measures on behalf of the finance committee, said the program "has been in the works for quite a while and finally, getting it executed." The motions were seconded and approved with all members present voting yes.
The second measure designates who will serve as the PCOM, the person responsible for grants oversight and compliance for the county's public-transportation grant work. Mr. Butita said the resolution "stipulates who the PCOM or the person in charge of the grants for the fund" will be.
Board members thanked staff for the work required to reach this point. A board member noted implementation likely will not begin until after July 1, a timeline repeated during committee discussion.
Ending: The agreements authorize the county chairman to execute the contract and MOU with Reagan Mass Transit District; staff will proceed with implementation steps and bring updates to the board as the program moves toward a post-July 1 start.
