City outlines private stormwater maintenance program after inventory finds many out of compliance

Taylor Pasture, surface-water team member, presented the draft program and said staff used a weighted scoring system to rank facilities by criteria including homeowner association activity, whether facilities affect structures, maintenance type and estimated cost. "We have 167 residential facilities within the city," Taylor said, reporting that about 33% currently lack an active HOA and that 78 commercial facilities are also inventoried.
