Board authorizes $161.8 million contract for West Area High School construction

The Chesterfield County Public Schools board on Feb. 27 approved staff’s recommendation to award the West Area High School building and site construction contract to Gulf Seaboard General Contractors, Inc., in the amount of $161,802,400.
Mr. Davis, presenting the memorandum, said the invitation for bids went out Dec. 30, 2024; six bids were received and five were tightly grouped within $4–$5 million. "Gulf Seaboard General Contractors has been determined to be the lowest responsive and responsible bidder for the West Area High School building and site construction project," Davis said. Staff recommended authorizing the procurement director to award the contract and to approve necessary change orders up to the full budgeted amount for the project.
Board members asked about Gulf Seaboard’s current work in the division; Davis noted the firm is the contractor on Deep Creek Middle School and recently completed Falling Creek Middle School, both cited as examples of the firm’s recent projects. Staff outlined an ambitious schedule: upon board approval staff would send the award notice to the contractor, complete procurement review and legal review, and seek a notice to proceed within about four weeks with a hoped‑for groundbreaking this spring.
A motion to approve memo 02‑27, authorizing contract award and change‑order authority, passed by roll call. Recorded aye votes included Todd (Scott) Heffron, Dominique Chatters, Steven Peralta, Lisa Hudgins and Ann Coker.
